
CELAB is aware that one of its main objectives is to instil confidence in all parties involved.
To instil confidence, it is essential to ensure that the principle of impartiality is respected: decisions based on objective evidence of compliance (or non-compliance) and not influenced by other interests or other parties.
CELAB therefore:
- Recognises the importance of impartiality in carrying out its activities
- Manages conflicts of interest
- Ensures the objectivity of its activities
With this in mind, CELAB is committed to ensuring the proper management of:
Own, internal and/or external personnel conflicts of interest by:
- Preparation of analysis and assessment of threats to impartiality
- Preparation of confidentiality and conflict of interest commitments to be signed by all persons involved in various capacities in the body’s activities
- Provision of an external Committee to safeguard impartiality, to guarantee the non-implementation of discriminatory behaviour
Objectivity of all activities through:
- Qualified assessors and experts with appropriate technical skills to carry out the activities
- Allocation of qualified internal staff for the management of activities to ensure broad procedural and technical knowledge
- Endowment of a deliberating body, in which the technical competences for the purpose of deciding on certifications reside, with tasks and powers described in the certification regulations to guarantee competence
Impartial behaviour through:
- Drawing up a price list, subject to approval by the Committee for the Safeguarding of Impartiality, in which the criteria for the formulation of offers as well as, the criteria for the application of any discounts are set out
- Timely handling of complaints through third-party and independent management
- Application of and compliance with the code of conduct and ethics
